10/19/25 – The Unfinished Story – Acts 28:30-31

Below is a sermon outline from our ‘Walking it Out’ Series where we aim to learn how Paul & the early church lived out their faith with their boots on, step by step & day by day. This sermon was preached on 10/19/25 and starts in Acts Chapter 28.

“He lived there two whole years at his own expense, and welcomed all who came to him, proclaiming the kingdom of God and teaching about the Lord Jesus Christ with all boldness and without hindrance.” — Acts 28 : 30-31 (ESV)

Introduction 

It’s hard to believe, church family—this Sunday marks the close of a journey that has spanned nearly a year and a half. We began our walk through Acts in April 2024, tracing the unstoppable advance of the gospel from a small upper room in Jerusalem to the heart of the Roman Empire.

Those early believers had no budget, no building, no brand—only a promise.
And over twenty-eight chapters, we have watched Jesus keep that promise:

  • The Spirit empowering ordinary people to do extraordinary things.
  • The gospel spreading through sermons, through suffering, through storms, and through surrender.
  • The church multiplying in spite of persecution, proving that nothing could stop the mission of God.

Now Luke ends his account not with a grand conclusion but with an open door—Paul in Rome, welcoming all who came, “proclaiming… with all boldness and without hindrance.”
This isn’t a conclusion; it’s a continuation. The same Spirit that filled them fills us.

Today we will:
1️- Look back – to see how the gospel advanced from Jerusalem to Rome.
2️ –Look at Paul -to see what faithfulness looks like when you finish well.
3️- Look forward -to remember that God’s story continues through us.

Point 1 – The Gospel Has Advanced Unstoppably

Acts 1:8 – The Blueprint

“You will receive power when the Holy Spirit has come upon you, and you will be my witnesses … in Jerusalem … Judea and Samaria … and to the end of the earth.”

That single verse is the table of contents for the entire book of Acts—and across 28 chapters, God fulfills every word.

A. In Jerusalem (Acts 1 – 7)

  • 120 believers prayed in an upper room, waiting for the Spirit.
  • Acts 2: the Spirit came-wind, fire, power! Peter preached, 3 000 believed, and the church was born.
  • They lived in unity, sharing possessions and caring for the poor.
  • When persecution came, Peter declared, “We cannot but speak of what we have seen and heard.”
  • The church grew so rapidly that deacons were appointed to serve.
  • Stephen’s martyrdom became the spark that scattered the gospel outward.

What looked like the end of the church was really the beginning of the mission.

B. In Judea and Samaria (Acts 8 – 12)

  • Scattered believers preached everywhere they went.
  • Philip brought the gospel to Samaria; an Ethiopian official carried it to Africa.
  • Saul the persecutor became Paul the missionary.
  • Peter preached to Cornelius, and the Spirit fell on Gentiles-proving the gospel is for everyone.
  • A new church in Antioch became the launchpad for world missions.

“The word of God increased and multiplied.” – Acts 12 : 24

Every persecution became a platform. Every setback a setup for God’s glory.

C. To the Ends of the Earth (Acts 13 – 28)

From Antioch, Paul and Barnabas carried the gospel into the Gentile world-Philippi, Thessalonica, Corinth, Ephesus.
They faced riots, prison, and storms, yet the Word kept advancing.

“So the word of the Lord continued to increase and prevail mightily.” -Acts 19 : 20

What began in a prayer meeting reached an empire.
No storm, no government, no culture, no chain could stop the gospel.
Every time the world tried to bury it, God planted another seed.

Point 2 – Paul Models Faithful Witness in Rome

“He lived there two whole years … welcomed all who came … proclaiming … with all boldness and without hindrance.” – Acts 28 : 30-31

Paul may have been chained, but the gospel was free.

A. He Welcomed All Who Came

Paul’s rented home became a gospel outpost.
He welcomed soldiers, slaves, and seekers alike.
His ministry flowed from hospitality.

Ministry isn’t confined to a pulpit-it begins at the front door.

At Refuge, this means creating space for others: meeting someone new, praying with someone, sharing a meal, connecting people in community.
God uses open doors and open hearts to advance His mission.

B. He Proclaimed the Kingdom of God

Even in confinement, Paul’s message never changed: Jesus—crucified, risen, reigning, returning.

“I do not account my life of any value … if only I may finish … the ministry … to testify to the gospel of the grace of God.” – Acts 20 : 24

Chains couldn’t silence him; they only changed his platform.
When God confines you, He may be repositioning you for greater influence.

C. He Spoke with Boldness and Without Hindrance

The last word of Acts is “unhindered.”
Rome chained the messenger, but not the message.

Paul wrote Philippians, Ephesians, Colossians, and Philemon while under arrest.

“The word of God is not bound.” – 2 Timothy 2 : 9

If Paul could preach in chains, what stops us?
We have microphones, livestreams, and Scripture in every translation—yet fear often binds us tighter than iron.

Boldness is conviction: believing Jesus is worth whatever it costs to make Him known.

Point 3 – The Story Continues Through Us

Acts ends abruptly-no trial, no martyrdom, no “The End.”
Luke puts down the pen and says, “Your turn.”

A. Acts Ends with a Comma, Not a Period

From Rome, the gospel spread to every continent. 
Missionaries carried it across centuries: Patrick to Ireland, Augustine to England, Lottie Moon to China.

Every revival, every mission trip, every act of obedience is a new paragraph in the same story.
The same Spirit, the same gospel, the same mission.

B. The Mission Continues Here and Now

Refuge Church exists to share the hope of Jesus, love our neighbors, and grow together.
That’s not a slogan-it’s our participation in Acts 29.

  • When you teach a child about Jesus – Acts continues.
  • When you pray for a neighbor – Acts continues.
  • When you forgive or give – Acts continues.

You may never cross an ocean, but you can cross the street.
Faithfulness in your everyday life is mission.

C. Our Invitation – Faithfulness Where You Are

Paul had Rome. You have your own mission field.
Where is your Rome? Who is your one?

“What has happened to me has really served to advance the gospel … so that it has become known throughout the whole imperial guard …” – Philippians 1 : 12-13

Your obedience today can echo through eternity. God’s story moves forward through everyday faithfulness.

Conclusion – Our Place in God’s Story

Acts begins with a risen Savior and fearful disciples.
It ends with the gospel in Rome-bold and unhindered.

The same God who empowered the early church is still writing His story through you.

“You will be my witnesses … proclaiming … with all boldness and without hindrance.” – Acts 1 : 8 & 28 : 31

Let us live as those who keep the story going-faithful to the finish, bold in witness, and unhindered in hope.

Closing Prayer

“Father, thank You for the book of Acts and for reminding us that Your mission cannot be stopped.
You began this work in Jerusalem, carried it to Rome, and now You’re carrying it through us.
Fill us with the same Spirit You gave to the early church.
Give us courage to speak, generosity to give, love to welcome, and perseverance to endure.
May we live as Your witnesses-bold and unhindered.
In Jesus’ name, Amen.”
